Austria is preparing a significant shift in its healthcare system: medical findings will soon be automatically bundled on every citizen’s E‑Card, marking what the government calls a “revolution” in how patients and doctors access information. The reform is part of a broader package of state modernization measures presented by Chancellor Christian Stocker, who insists the changes are “no staging” but a genuine step toward a leaner, more citizen‑focused state.

Central Reform: All Findings Stored Automatically

Stocker emphasizes that the new digital bundling will simplify medical care for millions of Austrians. Instead of repeatedly undergoing blood tests, X‑rays, or CT scans at different appointments, patients will have their existing findings available through their E‑Card.

“People will benefit from these reforms,” Stocker says. “It means relief for patients, for the system, and for costs.”

The reform aims to reduce duplication, streamline diagnostics, and ensure that doctors have immediate access to relevant medical history.

Shorter Waiting Times Through Expanded Services

To tackle long waiting times—a persistent issue in Austria’s healthcare system—the government plans to expand telemedicine, primary care centers, and specialized outpatient clinics. These measures are intended to ease pressure on hospitals and improve access to care.

Unified Youth Protection Rules

The government also aims to harmonize youth protection laws across federal states. Stocker, speaking emotionally about the topic, says: “My heart beats for the youth.” On curfew rules for under‑16s, he favors a nationwide limit of 1 a.m., aligning with most Austrian regions.

Asylum Policy: “Paradigm Shift”

Stocker highlights what he calls a turning point in asylum policy under Interior Minister Karner. According to the chancellor, Austria has achieved “negative migration”—meaning more deportations than new asylum applications. He frames this as a key success of the government’s security agenda.

Social Assistance Reform Underway

Work on restructuring Austria’s social assistance system is progressing “at full speed,” Stocker says, though details remain under negotiation.

Political Outlook

Asked where he hopes to see the ÖVP in the next election, Stocker answers plainly: “In first place.” He argues that periods of ÖVP leadership have historically been “good years for the people.”
